Levmore thinks that "the future is surely with the touch-screen or some other form of online voting." Levmore doesn't go into any detail about why he thinks this; I assume he's simply not familiar with the many e-voting problems we've covered here at Techdirt. He may not know, for example, that voting machines are susceptible to viruses that can allow a single person to corrupt every machine in a county or even an entire state. Levmore makes an interesting analogy to automatic teller machines&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;He points out that we've been using ATMs without any serious problems for decades, and wonders why we can't use the same technologies for voting machines.What Levmore is missing is that the security model of an ATM is totally different from the security model of a voting machine. The most important line of defense against ATM fraud is not the machines themselves, but the fact that they produce a lengthy paper trail. If a hacker breaks into a bank's network and transfers funds from someone else's account to his own, two important things will happen.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;First, the victim will notice an unauthorized transaction and complain. And second, the perpetrator will need to pick up the money somehow, which will create a paper trail that will help the police find him. For example, a hacker trying to physically steal the cash from an ATM has to be physically present to pick up the cash, which increases the risk that he'll be caught in the act -- especially if he tries to knock off several machines in a row. It is the likelihood that fraud will be detected and punished, not the inherent unhackability of the machines themselves, that makes ATMs secure.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;In contrast, nobody knows what the "right" election outcome is supposed to be, so there's no one in a position to object if the results get altered. And because peoples' votes have to be kept secret, voting machines can't create the same kind of personally-identifiable paper trails that ATMs do. Unlike stolen cash, a stolen election doesn't need to be physically delivered to the beneficiary, so there's no way to trace the loot to find the perpetrator. That means that even if election fraud is detected, there's not going to be any straightforward way to figure out either who did it or what the result should have been.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;We can be pretty sure, for example, that something went wrong in the 2006 election in Sarasota County, but we have no way to be sure if foul play might have been involved or if the software was just flaky.There's a more fundamental issue that should be especially familiar to the folks at the University of Chicago: banks have much stronger incentives to get things right than election officials. &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;If a criminal succeeds in knocking off an ATM machine, the bank that owns that ATM machine stands to lose a lot of money. A stolen election will be a rare occurrence even with insecure voting machines, and if it does occur, state officials can easily shift blame to other people -- county election officials, vendors, poll workers.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;It's not surprising, therefore, that states have rushed to deploy electronic voting systems that virtually every computer securit expert on the planet says are insecure. Without strong accountability, election officials tend to be swayed by the superficial impression that computerized processes are inherently better than older technologies, or even by lobbying by voting machine vendors. Peoples' opposition to e-voting is not, as Levmore seems to think, a result of knee-jerk opposition to new technologies. Mwangi's association with the bank began in 1992, when a founder urged him to deposit his savings in what was then a struggling indigenous enterprise called Equity Building Society Mwangi agreed, both to help keep a Kenyan institution afloat and because he felt personally invested in its management team. A bank accepts deposits from lenders, on which it pays the interest. The bank then lends these deposits to borrowers. Banks allow borrowers and lenders, of different sizes, to coordinate their activity. Banks are thus compensators of money flows in space.&lt;/p&gt;&lt;p align="justify"&gt;&lt;br /&gt;A specific example of corporate finance is the sale of stock by a company to institutional investors like investment banks, who in turn generally sell it to the public. The stock gives whoever owns it part ownership in that company. If you buy one share of XYZ Inc, and they have 100 shares outstanding you are 1/100 owner of that company. Of course, in return for the stock, the company receives cash, which it uses to expand its business in a process called "equity financing". Equity financing mixed with the sale of bonds is called the company's capital structure.&lt;/p&gt;&lt;p align="justify"&gt;&lt;br /&gt;Finance is used by individuals  by governments  by businesses as well as by a wide variety of organizations including schools and non-profit organizations. It is larger in size and has a wider selection than a traditional grocery store and it is smaller than a hypermarket or superstore.The supermarket typically comprises meat, fresh produce, dairy, and baked goods departments along with shelf space reserved for canned and packaged goods as well as for various nonfood items such as household cleaners, pharmacy products, and pet supplies. Most supermarkets also sell a variety of other household products that are consumed regularly, such as alcohol (where permitted), household cleaning products, medicine, clothes, and some sell a much wider range of nonfood products.The traditional suburban supermarket occupies a large amount of floor space, usually on a single level, and is situated near a residential area in order to be convenient to consumers. Its basic appeal is the availability of a broad selection of goods under a single roof at relatively low prices. Other advantages include ease of parking and, frequently, the convenience of shopping hours that extend far into the evening or even 24 hours a day. Supermarkets usually make massive outlays of newspaper and other advertising and often present elaborate in-store displays of products. The stores often are part of a corporate chain that owns or controls (sometimes by franchise) other supermarkets located nearby — even transnationally — thus increasing opportunities for economies of scale.In North America, supermarkets typically are supplied by the distribution centers of its parent company, such as Loblaw Companies in Canada, which operates thousands of supermarkets across the nation. Loblaw operates a distribution center in every province — usually in the largest city in the province.Supermarkets usually offer products at low prices by reducing their economic margins. Certain products (typically staple foods such as bread, milk and sugar) are occasionally sold as loss leaders, that is, with negative profit margins. To maintain a profit, supermarkets attempt to make up for the lower margins by a higher overall volume of sales, and with the sale of higher-margin items. Also, most foods and merchandise did not come in the individually wrapped consumer-size packages that we take for granted today, so an assistant had to measure out and wrap the precise amount desired by the consumer. These practices were by nature very labor-intensive and therefore also quite expensive. The shopping process was slow, as the number of customers who could be attended to at one time was limited by the number of clerks employed in the store.The concept of a self-service grocery store was developed by American entrepreneur Clarence Saunders and his Piggly Wiggly stores. His first store opened in Memphis, Tennessee, in 1916. Saunders was awarded a number of patents for the ideas he incorporated into his stores. The stores were a financial success and Saunders began to offer franchises. The Great Atlantic and Pacific Tea Company (A&amp;amp;P) was another successful early grocery store chain in Canada and the United States, and became common in North American cities in the 1920s. The general trend in retail since then has been to stock shelves at night so that customers, the following day, can obtain their own goods and bring them to the front of the store to pay for them. Although there is a higher risk of shoplifting, the costs of appropriate security measures ideally will be outweighed by the increased economies of scale and reduced labor costs.Early self-service grocery stores did not sell fresh meats or produce. Combination stores that sold perishable items were developed in the 1920According to the Smithsonian Institution, the first true supermarket in the United States was opened by a former Kroger employee, Michael J. Cullen, on August 4, 1930, inside a 6,000 square foot (560 m²) former garage in Jamaica, Queens in New York City.[6] The store, King Kullen, (inspired by the fictional character King Kong), operated under the slogan "Pile it high. Sell it low." Today, most chains issue store-specific "membership cards," "club cards," or "loyalty cards". These typically enable the card holder to receive special members-only discounts on certain items when the credit card-like device is scanned at check-out.Traditional supermarkets in many countries face intense competition from discount retailers such as Wal-Mart, Asda in the UK, and Zellers in Canada, which typically are non-union and operate with better buying power. Other competition exists from warehouse clubs such as Costco that offer savings to customers buying in bulk quantities. Superstores, such as those operated by Wal-Mart and Asda, often offer a wide range of goods and services in addition to foods. Generally a smaller business is more flexible, while larger businesses, or those with wider ownership or more formal structures, will usually tend to be organized as partnerships or (more commonly) corporations. In addition a business which wishes to raise money on a stock market or to be owned by a wide range of people will often be required to adopt a specific legal form to do so. The sector and country. Private profit making businesses are different from government owned bodies. In some countries, certain businesses are legally obliged to be organized certain ways. Limited liability. Corporations, limited liability partnerships, and other specific types of business organizations protect their owners from business failure by doing business under a separate legal entity with certain legal protections. In contrast, unincorporated businesses or persons working on their own are usually not so protected. Tax advantages. Different structures are treated differently in tax law, and may have advantages for this reason. Disclosure and compliance requirements. Different business structures may be required to make more or less information public (or reported to relevant authorities), and may be bound to comply with different rules and regulations. Many businesses are operated through a separate entity such as a corporation, limited partnership or limited liability company. Most legal jurisdictions allow people to organize such an entity by filing certain charter documents with the relevant Secretary of State or equivalent and complying with certain other ongoing obligations. The relationships and legal rights of shareholders, limited partners, or members are governed partly by the charter documents and partly by the law of the jurisdiction where the entity is organized. Generally speaking, shareholders in a corporation, limited partners in a limited partnership, and members in a limited liability company are shielded from personal liability for the debts and obligations of the entity, which is legally treated as a separate "person." In most countries, there are laws which treat small corporations differently than large ones. There are laws governing treatment of labor and generally relations with employees, safety and protection issues (OSHA or Health and Safety), anti-discrimination laws (age, gender, disabilities, race, and in some jurisdictions, sexual orientation), minimum wage laws, union laws, workers compensation laws, and annual vacation or working hours time.In some specialized businesses, there may also be licenses required, either due to special laws that govern entry into certain trades, occupations or professions, which may require special education, or by local governments who just want your money. Professions that require special licenses run the gamut from law and medicine to flying airplanes to selling liquor to radio broadcasting to selling investment securities to selling used cars to roofing. Local jurisdictions may also require special licenses and taxes just to operate a business without regard to the type of business involved.Some businesses are subject to ongoing special regulation. These industries include, for example, public utilities, investment securities, banking, insurance, broadcasting, aviation, and health care providers. Environmental regulations are also very complex and can impact many kinds of businesses in unexpected ways.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;strong&gt;Capital&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;When businesses need to raise money (called 'capital'), more laws come into play. A highly complex set of laws and regulations govern the offer and sale of investment securities (the means of raising money) in most Western countries. These regulations can require disclosure of a lot of specific financial and other information about the business and give buyers certain remedies. Because "securities" is a very broad term, most investment transactions will be potentially subject to these laws, unless a special exemption is available.Capital may be raised through private means, by public offer (IPO) on a stock exchange, or in many other ways. Major stock exchanges include the New York Stock Exchange and Nasdaq (USA), the London Stock Exchange (UK), the Tokyo Stock Exchange (Japan), and so on. Most countries with capital markets have at least one.Business that have gone "public" are subject to extremely detailed and complicated regulation about their internal governance (such as how executive officers' compensation is determined) and when and how information is disclosed to the public and their shareholders. In the United States, these regulations are primarily implemented and enforced by the United States Securities and Exchange Commission (SEC). In fact, these laws have become so numerous and complex, that no business lawyer can learn them all, forcing increasing specialization among corporate attorneys. It is not unheard of for teams of 5 to 10 attorneys to be required to handle certain kinds of corporate transactions, due to the sprawling nature of modern regulation. Commercial law spans general corporate law, employment and labor law, healthcare law, securities law, M&amp;amp;A law (who specialize in acquisitions), tax law, ERISA law (ERISA in the United States governs employee benefit plans), food and drug regulatory law, intellectual property law (specializing in copyrights, patents, trademarks and such), telecommunications law, and more.In Thailand, for example, it is necessary to register a particular amount of capital for each employee, and pay a fee to the government for the amount of capital registered. There is no legal requirement to prove that this capital actually exists, the only requirement is to pay the fee. Overall, processes like this are detrimental to the development and GDP of a country, but often exist in "feudal" developing countries.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;strong&gt;Intellectual property&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;Businesses often have important "intellectual property" that needs protection from competitors in order for the company to stay profitable. This could require patents or copyrights or preservation of trade secrets. Most businesses have names, logos and similar branding techniques that could benefit from trademarking. Patents and copyrights in the United States are largely governed by federal law, while trade secrets and trademarking are mostly a matter of state law. Because of the nature of intellectual property, a business needs protection in every jurisdiction in which they are concerned about competitors. Many countries are signatories to international treaties concerning intellectual property, and thus companies registered in these countries are subject to national laws bound by these treaties.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;strong&gt;Exit plans&lt;br /&gt;&lt;/strong&gt;&lt;/span&gt;Businesses can be bought and sold.
